Final vote split on Colorado Springs medical marijuana moratorium

The Colorado Springs City Council honored the three victims from the Halloween morning shooting with an Honor Guard. Matt Kerr with the CSPD carries the U.S. flag and Matt Minneman with the CSFD carries the Colorado flag through the crowd after a moment of silence for the victims, Jennifer Vasquez, Christy Baccus-Galella, and Andrew Myers.
