Cannabis production and processing facility being proposed in Milton

A cannabis production and processing facility is being proposed in Milton and will be up for discussion at an upcoming council meeting.

This research facility, according to the application, would include an isolated nursery for the research portion of the business that would require some modifications. No exterior changes to the building or parking areas are being proposed and the public would not have access to the facility.

The proposal will require a temporary use zoning by-law amendment to change the current General Industrial Zone to a site-specific Temporary General Industrial Zone and the applicant is seeking approval to permit the facility for a period of up to three years.

While cannabis production and processing facilities are permitted within the General Industrial Zone, the zoning bylaw currently only permits and regulates these types of facilities when they are the principal use on a property.

As a result, staff has previously recommended that the applicant applies for a temporary use zoning bylaw amendment since this is the first application for a cannabis-related facility in a multi-unit industrial building.

Should the bylaw be approved, this would allow the applicant to obtain the required licenses from Health Canada as well as provide Town staff with an opportunity to monitor any impacts throughout the three-year period. This would also allow them to determine whether an extension to the permission along with revisions to the Town’s Official Plan and Zoning By-law should be considered in the future.

This proposal is set to be discussed at an upcoming council meeting on Sept. 13.
