Cannabis Wheaton announces $100 million bought deal financing

Cannabis Wheaton Income Corp. (TSX.V:CBW) today announces that it has entered into an agreement with a syndicate of underwriters, led by BMO Capital Markets, pursuant to which the underwriters have agreed to buy on a bought deal basis, 71,500,000 units of the Company ("Units") at a price of C$1.40 per Unit (the "Offering"), representing aggregate gross proceeds to Cannabis Wheaton of approximately C$100 million.

Each Unit entitles the holder to acquire, for no additional consideration, one common share (“Common Share”) of Cannabis Wheaton and one-half of one common share purchase warrant (each whole common share purchase warrant a “Warrant”) of Cannabis Wheaton.

Pot 101: Weed in the workplace and what needs to evolve

Alcohol-use policies will likely apply to marijuana but gauging impairment is tricky.

With recreational marijuana set to be the law of the land in just weeks, employers will have to develop human resource policies that recognize this significant shift, an HR professional says.

"They need to review their HR policies to prepare for this new challenge," Daniel Boucher told The Homestretch on Tuesday.

Boucher is the regulatory affairs and research director at Chartered Professionals in Human Resources of Alberta. He says there are three broad categories that will need to be updated.

"Fitness for duty, impairment and alcohol and drug policies," he said.

RCMP rolls out drug-impaired driving training for officers

With marijuana legalization approaching, the RCMP is rolling out a new introductory training course for police officers across the country.

The in-person training will inform officers about the symptoms of drug impairment on drivers, “with a special emphasis on cannabis,” and includes information on impaired driving laws. The RCMP said the curriculum was developed alongside other Canadian police services.

The program, called “Introduction to Drug-Impaired Driving” will be required for law enforcement officers in addition to the preexisting standard field sobriety test training. Canada Border Service Agency officers will also be receiving the training.

Craft cannabis growers in B.C. sound alarm over survival of the sector

Jessika Villano sells a potent array of dried cannabis, oils, salves and even bud-infused bath bombs at Buddha Barn Medicinal Society -- all grown and processed by small-scale British Columbia producers.

Villano doesn't want that to change when marijuana is legalized later this year, and she's among the proponents of local craft cannabis who are pushing the federal and provincial governments to ensure its survival.

"I believe in our sector," Villano said. "Our elected representatives need to take immediate steps to protect it or face the consequences of letting B.C. craft cannabis collapse."

Manitoba government promises new conflict of interest rules by fall

Manitoba politicians can expect new conflict of interest rules to be introduced in the fall.

In a statement, Progressive Conservative House leader Cliff Cullen acknowledged a recent report by the province's conflict of interest commissioner, who called Manitoba's current legislation perhaps the "weakest in the country."

"We plan to establish an all-party committee to provide input on this matter as it impacts all MLAs, with legislation to follow after the next speech from the throne. This all-party task force will lead revised legislation," Cullen wrote.

The Tories defeated a private members bill on Thursday authored by Independent Assiniboia MLA Steven Fletcher.

Cannabis legalization creates a haze for Ontario road enforcement

Canada’s looming legalization of cannabis is creating a conundrum for Ontario’s Ministry of Transportation (MTO).

Late last year, the province announced a zero-tolerance approach to impaired driving for commercial license holders. Anyone behind the wheel of a commercial vehicle cannot have drugs or alcohol in their system, if they want to keep their license.

The problem is that cannabis impairment cannot be measured the same as impairment from alcohol. Joe Lynch, a professional engineer with the MTO, explained the provincial approach to determining impairment, during Truck World, held in Mississauga, Ont.

Lessons for PEI about marijuana education from Colorado

'We did a lot of creative testing and audience testing'.

As the P.E.I. government launches its campaign to educate Islanders about marijuana, it might want to look to Colorado, which has been running a campaign to educate its citizens for three and a half years.

The province announced Wednesday it had issued a request for proposals for an education campaign to teach Islanders about marijuana use.

According to Tara Dunn, marijuana communications specialist for the Colorado Department of Public Health, its program has had a lot of success but is also in the midst of a major relaunch.

Canadian organizations band together to fight for craft cannabis

A collective of Canadian organizations will present an open letter to the provincial and federal justice ministers tomorrow morning (May 18) to sound the alarm on regulations that would stifle the country’s craft cannabis industry.

“The timing is good right now because it’s right in the middle of the B.C. Legislative process. We think there is still time to make these changes and make it possible for the B.C. cannabis sector to survive,” says Michael Davis, spokesperson for the Ethical Cannabis Producers Association.

Councillor De Genova's marijuana motion goes up in smoke…for now

NPA councillor wants cannabis at pot shops to come from Health Canada-approved producers.

You may have heard that NPA Coun. Melissa De Genova introduced a motion at city council this week in an effort to take a bite out of organized crime’s involvement in marijuana dispensaries.

You probably didn’t hear that her motion went up in smoke…for now.

You probably didn’t hear because you were not in the council chamber at 10 p.m. Wednesday, or watching the livestream from your computer when debate on the motion came to a halt after De Genova’s NPA colleague, Hector Bremner, voted against extending the meeting beyond 10 bells.

As a rule, council has to be unanimous in wanting to go beyond 10 p.m.

Legalizing cannabis a monumental shift

The process of making pot-production and sales a legitimate industry can best be described as “hurry up and wait,” said the City of Vernon manager of economic development and tourism.

Kevin Poole says the regulatory framework for a legalized cannabis industry being developed by federal and provincial governments has raised many cost issues for their civic counterparts, and has raised questions ranging from how to train and educate the industry workforce to tourism marketing opportunities.

“This industry will be about creating partnerships and right now the provincial government is a bit slow out of the gate on developing a framework for how this is going to unfold,” Poole said.
