Manitoba to maintain prohibition on pot edibles in public

Those who hoped to eat pot cookies at outdoor concerts and other public gatherings appear to be out of luck.

Premier Brian Pallister said Friday that his government will make it illegal to consume marijuana edibles in most public spaces. Pallister said he believes current legislation will block that use but, if it doesn’t, his government will amend the law to fix that.

“We will have to look at, probably, the wording through an amendment, if necessary. The intention of the law is very clear that we are making illegal the public consumption (of cannabis),” said Pallister.

The federal government is set to legalize the sale of marijuana edibles in mid-December. The sale of non-medicinal cannabis dried flowers and oils became legal in October 2018.

Trudeau and Scheer spar over cannabis legalization at French-language debate

After being an issue that has been seemingly dismissed during this federal election, the faces of the Liberal and Conservative parties butted heads about cannabis at the French-language debate.

When asked about drugs besides cannabis potentially being decriminalized, Liberal Leader Justin Trudeau replied with “not at the moment,” sparking a fiery response from Conservative Leader Andrew Scheer.

“So that’s your secret agenda? Decriminalize, legalize, hard drugs?” Scheer said, claiming it was easier for kids to get their hands on illegal substances.

Ontario appellate judge dismisses latest motion to suspend pot shop licensing process

An Ontario appellate judge ruled on Wednesday to dismiss a motion by a group of disqualified cannabis store applicants requesting the province’s retail cannabis licensing process be suspended pending an appeal being heard.

“The process that the government has decided on should be permitted to proceed. If the moving parties are ultimately successful, they may have a remedy, at the very least, in damages,” Ontario Court of Appeal Justice Ian Nordheimer said in his remarks dismissing the stay motion.

The ruling will now see the application process to open 42 new cannabis stores in Ontario continue, although the proper roll-out of these new shops is expected to be delayed for some time.

Suspected cannabis-impaired drivers more costly to test: Police report

It’s more costly for police to deal with a suspected cannabis-impaired driver than one suspected of driving drunk, suggests a new report heading to city councillors.
 
New numbers in a report to be presented to city council’s community and public services committee on Oct. 16 show that in the first eight months of the year ending in August 2019, city police arrested 94 drug-impaired drivers, compared to 69 in the same period in 2018. Of those, 29 were suspected to be impaired by cannabis, compared to 17 in the first eight months of 2018.

Marijuana candidate withdraws as party struggles to find relevance

A Marijuana Party candidate has been forced to put out his election hopes, at least for now.

The ballot has been finalized for the Central Okanagan-Similkameen-Nicola riding ahead of this month’s federal election, and Brynn Jones’s name is no longer on it.

“I am saddened to announce I have to step out of election due to an unforeseen family issue,” Jones told Vernon Morning Star. “I will continue to fight for my constituents in my riding and across Canada and will continue my duties as West Canada Director for the party.”

Cannabidiol still off WADA prohibited substances list

The cannabinoid cannabidiol has again been explicitly left off the World Anti-Doping Agency (WADA) List of Prohibited Substances and Methods.

The Prohibited List details substances and methods that are banned in sport. The list is updated annually based on scientific and medical research, trends, and intelligence sourced from law enforcement agencies and pharmaceutical companies.

In order for a substance or method to be added to WADA’s ban list, it needs to meet at least two of the following three criteria:

Edmonton police expect cannabis-related costs to soar higher

After an active first year since federal cannabis legalization came into effect, Edmonton police are predicting an intensification of cannabis-related offences.

And with legal edibles set to hit the shelves sometime in December, a report authored by the city is predicting that along with Edmonton residents, police costs will be getting higher.

Alberta to review smoking legislation with aim of regulating vaping

A provincial review of Alberta’s tobacco and smoking legislation could result in regulations for vaping by next spring.

Calgary-Klein MLA Jeremy Nixon will lead the review and will work with Alberta Health to examine the evidence and consult with Albertans and stakeholders, Health Minister Tyler Shandro said Wednesday.

“We want to let people know the risks of vaping and we want to regulate it based on the evidence,” Shandro said. “So we’re going to take a close look at vaping as part of the overall review of our smoking legislation.”

Alberta’s Tobacco and Smoking Reduction Act requires a review to begin by Nov. 1. The current legislation does not address vaping, Shandro noted.
