In 2000, the courts ordered Health Canada to make Medicinal Cannabis available to sick people that needed it. They came back with a program that was designed to fail and called it the Marihuana Medical Access Regulations (MMAR). Through court actions by various patients over the years, the program was made to work for a few but was still unconstitutional for many others.
