Legalization of marijuana for adult use (‘recreational’) would appear inevitable. Two dozen US states have now legalized cannabis in some form or another, from recreational to very strict medical regulations. Over half of the US states on Canada’s borders have some form of medical marijuana laws on their books. British Columbia finds itself with legal marijuana (both ‘recreational’ and medical) at its northern and southern borders. And it’s not just the US. Countries from Uruguay to Australia have been figuring out how to manage some form of regulation, with some of them even looking to Canada’s MMPR for guidance.

So if legalization is inevitable in Canada, what is it going to look like? Will it mean a total repeal of ‘prohibition’ laws and marijuana is suddenly treated like a tomato or oregano plant, with essentially no regulation and people able to have...
