Will a Change in Leadership Turn Things Around for Hexo?

Turnover is nothing new for top cannabis producers in Canada, even at leadership levels. Bruce Linton (Canopy Growth), Vic Neufeld (Aphria -- which is now part of Tilray), Terry Booth (Aurora Cannabis), and Greg Engel (OrganiGram Holdings) are all former CEOs who left their positions atop their respective cannabis companies in recent years. The latest to join that list is Sebastien St-Louis of marijuana producer Hexo (NASDAQ:HEXO).

What made the Hexo announcement unique was the catalyst behind it: a shareholder letter. Investors weren't happy with the direction of the business and the company now has a new boss, Scott Cooper, who comes from the packaged goods industry. Will the change make Hexo a better buy?

Three years after recreational cannabis was legalized in Canada, a researcher says the change spawned "partial successes" — but information on marijuana's impact on health is still needed.

"Data's still out on the final conclusions about this large social experiment," said Jason Busse, associate director of the Michael G. DeGroote Centre for Medicinal Cannabis Research at McMaster University in Hamilton.

The federal government legalized recreational marijuana in October 2018, opening the door to a lucrative market for the regulation and sale of cannabis while reducing the impact of black market sales.

When midnight struck on Oct. 17, 2018, Canada became the first developed nation to allow the sale of cannabis for recreational purposes, and since then the industry has had its share of ups and downs. While billions of dollars worth of legal pot has been sold across thousands of licensed stores, helping to stamp out roughly half of the illicit market, it's also seen many cannabis companies cumulatively post billions of dollars in losses as market dynamics warped lofty expectations made in the early days of legalization.

The claim from the sales person to the undercover Marketplace crew seemed straightforward enough: a CBD-infused balm will "100 per cent" help with back pain and "in 15 minutes it will feel like relief." But not only is that promise a complete exaggeration, both that claim and the product are illegal.

A CBC Marketplace investigation has found hundreds of illegal CBD products for sale in a thriving Canadian black market. Going undercover, we found products are easily available and salespeople are willing to make extravagant and illicit health claims.
