Washington, Suquamish Tribe sign first ever marijuana compact

The Suquamish Tribe and Washington State Liquor Cannabis Board have signed what they say is the nation's first state-tribal marijuana compact.

Board officials said in a news release the 10-year agreement signed Monday will govern the production, processing and sale of pot on the Tribe's land located in Kitsap County.

The state negotiated the agreement in lieu of Board licensure. Under the compact, a tribal tax equivalent to the state excise tax will be applied to sales to non-tribal customers on Suquamish tribal lands.

Board chair Jane Rushford says the agreement is a model for future compacts.

How Cannabis Legalization Has Impacted Impaired Driving in Washington State

You've likely heard that regulating cannabis markets will lead to more stoned drivers on the road. Although the evidence in support of this claim is weak, it's repeated time and time again. So we thought we would ask members of law enforcement from Washington State, where cannabis markets were legalized and regulated under Initiative 502 in November 2012, what they think of this claim.

Ganja Gifting: Inside a Budding New Trend

When Chavie Lieber, a writer in New York, was traveling over a recent weekend, she and her husband lent their apartment to a friend’s brother. Upon return, “There were three fat joints rolled for us on the coffee table,” Lieber told me, “with a scribbled note that read: ‘Thanks for letting us stay.’ ”

After moving to a new home in Connecticut, Liza, a marketing executive who spoke on the condition of anonymity, received a small satchel of weed as a housewarming gift from friends, making for “a really mellow” evening in her new home. “I will always appreciate a bottle of wine, but weed is king,” Liza said. “It’s expensive, hard to get, and weed these days is so customized, meaning someone bought Bubba Kush versus Purple Haze, for instance, keeping your tastes in mind.”

Washington State Liquor and Cannabis Board Publishes Enforcement Data

The Washington State Liquor and Cannabis Board (LCB) has released data regarding its enforcement actions between Sept. 2014 and early July.

The data shows that the LCB has been involved in more than 4,500 enforcement actions with licensed recreational marijuana facilities.

The term ‘enforcement action’ can be misleading. Such actions aren’t always related to rule-breaking. They may simply be standard regulatory outreach measures, such as licensing inspections.

According to LCB reports, 65% of the enforcement actions were phone calls and premises checks, while 13% were license inspections. Just 12% were related to complaints against businesses.

Recreational Marijuana States Brought in $200M in Taxes

Colorado and Washington, the first two states to legalize marijuana for recreational use in the U.S., have brought in about $200 million in tax revenue, collectively. And the revenue is already benefiting the states and their residents.

“Our philosophy has been that marijuana pays its own way,” said J. Skyler McKinley, deputy director of the Office of Marijuana Coordination in Colorado. “Every dime we bring in from legalization is dedicated to the cost of legalization. That’s regulatory framework first, then public education campaigns about safe and responsible use and then prevention and treatment programs.”

While many retirees spend time in their gardens, 82-year-old Florence Childs has chosen to work with another kind of plant. In 2014 she won the license for, and created the Top Shelf recreational cannabis store near Spokane Washington. Small and tidy, friendly and well-stocked, the store attracts tourists, locals and a handful of regulars who stop in everyday to “pick up a cookie or something,” said Childs.
