Lately, there’s been quite a bit of ‘buzz’ about the notion of cannabis tourism and its potential impact on global tourism generally.  

I have attended several webinars and information sessions over the past year or two directed at tour operators, restaurateurs, and innkeepers on how to prepare for and engage potential audiences.  

It appears that operating cannabis tourism space will never be easy.  

Even if one thinks they may have the audience part figured out, operating such a business can be difficult to manage, and is dependent upon what region of the world one occupies.

As the first European country to legalize cannabis, Luxembourg has called on other European countries to relax their drug laws, specifically cannabis production and consumption. According to the European state, the continent’s drug policy has not worked over the last few decades, and forbidding everything made it more attractive for people to find new ways of skirting laws.

The country’s relaxed laws will see residents over 18 years old able to buy cannabis for recreational use starting from 2020. The state will establish a cannabis agency to regulate all production and distribution. What’s more, minors between ages 12 and 17 will not face criminal charges if caught in possession of five grams or less of the drug. However, those who break the law will receive harsh penalties.

It may be hard to pinpoint the exact time when cannabis will be legalized worldwide, but it’s a safe bet that eventually, most, if not all of the planet, will end cannabis prohibition.

In theory, there could always be a limited amount of countries that stay on the wrong side of history for a very long time. However, most countries will presumably legalize at some point.

Cannabis prohibition is a failed public policy wherever it exists, and that, combined with the economic benefits of a vibrant cannabis industry, is going to influence lawmakers around the globe to step up and end prohibition in their jurisdictions.

1. Colorado, USA

From the outside, Boerejongens (“Farmer Boys” in Dutch) looks like an old-style apothecary. The only clue of what it might be is a small sticker on the door reading “coffeeshop.”

Inside, there is a wine-bar vibe – polished marble floors and counters, and gold fixtures, and only the slightest hint of background music.

At the counter you are greeted by a cannabis sommelier, dressed sharply in a crisp white shirt, bow tie, suspenders, dress pants and shiny shoes.

A Cork mother has travelled to the Netherlands to get medicinal cannabis for her sick daughter.

Vera Twomey's seven-year-old daughter Ava suffers from a severe form of epilepsy called Dravet Syndrome which can be treated with medicinal cannabis oil.

Vera has been a vocal campaigner for the treatment to be made available in Ireland and has raised over €21,000 through a fundraising campaign for Ava.

"The reason we have arrived in Holland is because the Government, the HSE, the neurologists have demanded that we would go to another country to provide evidence that this treatment would work for our daughter," she said.

Across the ditch it's a similar story.

Little will change around illegal cannabis cultivation, even if the government changes the current tolerance policy, according to officials from the Ministries of Public Health and Security and Justice. The Dutch government is considering three scenarios: regulating both cannabis sales and cultivation, extending the tolerance policy to include growers, or a total ban on both growing and selling weed, NU.nl reports.

No matter which scenario is picked, there will still be illegal cultivation, the officials expect. Under the current policy - in which cannabis cultivation is illegal - only a limited amount of illegally cultivated weed ends up in the coffeeshop. The vast majority is exported. This will remain the case, the officials believe.
