Who said it? President-elect Donald Trump or the Joker?

It’s hard to tell with “Star Wars” actor Mark Hamill adapting one of President-elect’s sinister tweets for Batman’s perverse nemesis in a creepy audio clip shared Saturday night.

Hamill, an acclaimed voice actor who portrayed the Joker in "Batman: The Animated Series" and many other projects, giggled, growled and howled the incoming commander-in-chief’s New Year’s Eve greeting into a calling card made especially for the Clown Prince of Crime.

Rutgers University Breaks NCAA Ranks With Progressive Cannabis Policy

New Jersey's Rutgers University is breaking ranks with the National Collegiate Athletic Association (NCAA) on cannabis. Last summer, RU quietly revamped their marijuana policy for school athletes. The new rules - which took effect on August 1, 2016 - separate cannabis from performance-enhancing substances and hard drugs like heroin and cocaine.  

Marijuana will remain a prohibited substance, but student athletes at Rutgers will receive lighter punishments for using it compared to taking PED's and hard drugs. The new policy was developed in collaboration with coaches, legal counsellors, medical personnel and administrators at RU.

If not for pervasive uncertainty about the incoming Trump Administration the cannabis industry would be on a hiring spree.

Election night 2016 will be remembered as a resounding success for those supporting medical and recreational cannabis legalization. Recreational use was legalized in California, Nevada, Massachusetts and Maine. Voters in Florida, North Dakota, and Arkansas all approved medical marijuana initiatives, and voters in Montana realigned the current laws to reflect the patient interests outlined in the original 2004 medical marijuana law.

DCMJ, a D.C. cannabis advocacy group, is organizing the event. Their objective is to remind Trump and his fellow politicians that there’s a ‘marijuana majority’ in America.

“We legalized cannabis in Washington, DC and we are not going to let anyone take that away from us,” reads the invitation.

Not So Fast: Investors Pull Back From Cannabis Startups In 2016

As more states have loosened or abolished restrictions on cannabis over the past few years, global equity funding to private cannabis-focused startups has skyrocketed, with 2014 and 2015 seeing a surge in investment. However, in 2016, deals and dollars began to level off, with funding coming in slightly below 2015′s level. With 8 states and Washington D.C. approving some form of marijuana legalization late last year, though, Q4’16 did see a big uptick in funding dollars and a slight rebound in deals as well.

California Marijuana Dispensaries Are Already Selling Recreational Pot – Illegally

“Dispensaries have always been operating in a legal gray area, so they are comfortable taking a risk”

Recreational marijuana has been legal in California for two months, and although individuals are allowed to grow up to six plants or possess an ounce of weed, it is not yet legal for businesses to sell recreational pot. Prop. 64, which passed on November 8th, postponed the start date for legal marijuana sales until January 1st of next year, giving the state time to establish a licensing system.  Selling marijuana without a license is still illegal, although the crime has been downgraded from a felony to a misdemeanor.

Health Insurers Won't Cover Medical Marijuana in North Dakota

North Dakota voters overwhelmingly approved the legalization of medical marijuana, and lawmakers are grappling with launching the program. But patients are about to learn that legalization does not mean insurance will cover the cost.

Major health insurers in North Dakota have said they will not provide coverage for medical marijuana, which voters approved in the November election by a margin of almost 64 percent, citing what they say is inadequate evidence of its effectiveness.

“We don’t cover it in Minnesota nor will we in North Dakota,” said Greg Bury, senior manager for public relations at Medica. “We don’t believe the efficacy has yet been established.”
