Marijuana Legalization in Uruguay: Progress and Challenges Three Years Later

In December 2013, the Uruguayan Chamber of Senators approved Law 19.172, through which the General Assembly regulated the production, marketing and possession of marijuana in Uruguay.

According to the Scientific Advisory Committee for Monitoring and Evaluation of the Policy for the Regulation and Control of Marijuana in Uruguay, Law 19.172 decriminalizes users of recreational cannabis, and helps concentrate the country’s institutional efforts in the promotion of drug prevention programs, as well as medical care for the potential affected users, while fighting drug trafficking.

Nearly three years after the creation of this law, it is worth examining how its implementation is doing.

Uruguay to Present Registry for Marijuana Consumers

Diego Olivera, secretary general of the Uruguayan National Drug Consuming Office Board, assured Tuesday that the new registry for marijuana consumers, will be launched in September for its legal sale in pharmacies.
 
In his statements to a local television network, the official pointed out that later they will expire with the arrival of cannabis to each of the pharmacies .

He told reporters that the drugstores record is in permanent evolution on having existed today about 40 and they hope that they should keep on increasing.

On the sale of marijuana foreseen for July in the establishments, Olivera aimed that there was a rescheduling according to the safety in each of the given steps.

Weeks From Selling Pot, Uruguay Producer Sees Future in Hemp

For all the buzz it’s generating, legalized pot may not live up to the hype. At least not in Uruguay where limits on production and pricing have led one of two producers to diversify into less regulated hemp.

Weeks before selling its first ounce of pot at pharmacies, International Cannabis Corp. is already betting that hemp - a variety of cannabis - will be a much bigger market than selling the psychoactive part of the plant, according to Chief Executive Officer Guillermo Delmonte. Hemp and its extracts can be used in food, cosmetics and medicine.

Español Uruguay will finally be creating a registry for consumers who want to buy marijuana in pharmacies.

The government reported the amount of marijuana that is produced for sale in pharmacies is enough for distribution; however, according to experts and surveys of domestic consumers, it won’t actually cover the country’s demand.

Uruguayan Pharmacists Say No To Marijuana

In December 2013, Uruguay became the first country to legalize cannabis for recreational use.[1] This movement was supported by former President José Pepe Mujica in an effort to regularize “a clandestine market.”[2] Mujica argued that legalization “is a measure against…drug [dealers].” “We are trying to snatch the market away from them,” he stated in a 2014 interview with CNN.[3] By working to take the marijuana market out of the hands of illegal dealers and placing it in the hands of private companies and individual growers—who are selected and monitored by the government—Uruguay has set a truly progressive plan into motion. Uruguay Marijuana Growers Compete in Cannabis Cup

Uruguay is home to the world’s first government-regulated national marketplace for pot, so it’s not surprising that growers have a competition for best marijuana.

At the Cannabis Cup over the weekend, a panel of regional experts judged entries for aroma, flavor, effects and strength before picking the winners of the best indoor and outdoor crops.

Silver cups were awarded to the winners, such as Guillermo Amandola, who won in the self-grown outdoor crop category, and Eduardo Bandera, for self-grown indoor pot.

Marijuana Can Be Sold at Uruguay Pharmacies, but Few Want To

Rossana Rilla could sell marijuana under Uruguay’s pioneering law that lets pharmacies distribute pot. But she says there is no way she will.

In her 28 years as a pharmacist, she has been beaten, dragged across the floor and threatened by thieves at gunpoint and with a grenade. She fears that selling marijuana would only make her store a bigger target for robbers and burglars.

“You see their faces and you can tell right away that they are not consumers who are here just to buy” marijuana, Rilla said about the “suspicious people” who have recently been coming into her Montevideo pharmacy asking if she sells pot.

Just Like That Legal Marijuana Sold in Uruguay

Starting August, legal marijuana in Uruguay will be dispensed in "normal bags" of 10 grams without advertising and with information on its composition and its effects, said EFE Secretary General of the National Drug Board, Milton Romani.

Recreational cannabis bags will not be on public view in the pharmacies that are authorized for marketing and these can store a certain amount of marijuana a week, which has not yet been stipulated, Romani said.

The fact that the 'stock' is accounted for weekly matches that the users have a weekly purchase limit of 10 grams (40 per month).

While prices have not yet been set, it is expected to be marketed at $1.2 per gram with establishments acquiring it for $0.9.
