Cannabis has been legal for a year, but 82 per cent of what Quebecers smoked still came from the black market. Why were people going underground when they had a perfectly legal option?

To find out, the Montreal Gazette spoke to four everyday pot smokers who buy on the sly. They listed fast home delivery, no lineups, anonymity and better prices among their reasons for taking the illegal route.

Approximately 150 tons of cannabis was consumed in Quebec in 2017, according to SQDC president and director Jean-François Bergeron in a speech last week. Yet in its first year of operations, the Société québécoise du Cannabis has sold just 27 tons.

Data released by Statistics Canada earlier this week shows the average price for a gram of cannabis from the illicit market cost approximately $7.43/g in the 10 months preceding federal legalization.

But between legalization taking effect last October and now, the average price on the illicit market has plummeted to just $5.57/g, a nearly $2 difference.

That leaves Saskatchewan with one of the biggest price drops with regards to illicit adult-use cannabis in Canada—with the exception of Prince Edward Island.

Canada became the second country in the world to legalize recreational cannabis in October 2018. This year, besides the first anniversary of the historic day, Canadians will also be treated to a new set of approved products.

The new products will become permissible for sale as of October 17, 2019, though Health Canada must be notified 60-days before any product can be sold and therefore nothing will be available until after that cut off. The 60-day rule is not a time limit, and products may not be available until after the waiting period is over.

This means the earliest Canadians can expect to see the new wave of cannabis products is mid-December.

It's been nearly one year since cannabis was legalized in Canada and a professor at the University of Northern British Columbia says knowing who is using it is important to develop sound policy aimed at reducing cannabis-related harms.

Russ Callaghan, medical professor at UNBC, is the lead author of an article in the forthcoming December issue of the Journal of Drug and Alcohol Dependence that identifies who consumes the most cannabis in Canada.

Callaghan and a team of researchers looked at data from the federal government's 2018 National Cannabis Survey to find out who are the biggest users and how that should inform public policy.

A man in Cape Breton, N.S., received a bizarre surprise when he visited his local Nova Scotia Liquor and Corporation Cannabis (NSLC) store in Sydney River location to pick up a little weed.

After making his selections, George Poulain stood at the counter to pay — and immediately noticed that all was not well with one of his chosen packages.

Well, actually they do because, as the Oct. 17 anniversary of recreational cannabis legalization nears, many real estate issues regarding the sale, use and growing of cannabis have arisen again, such as smoking or growing it in condos, the location of legal (or illegal) dispensaries and, of course, the smell.

Zoocasa has now published the results of their national Canadian cannabis and real estate sentiment survey. Some of the interesting findings include:

Just 10% of users consumed a third of all the cannabis used in Canada in 2018, according to a study headed by a Northern Medical Program professor.

Dr. Russ Callaghan and his team looked at data from the 2018 National Cannabis Survey, which assessed patterns of cannabis use among Canadians at least 15 years old.

"The findings are similar to those in the alcohol field, where we have found that a small subgroup of drinkers usually consumes the majority of alcohol in the population," Callaghan said.

The team also found that males reported consuming 60 per cent of the cannabis consumed and males 15-34 years old disproportionately represented in the heaviest-using subgroups.
