ResponsibleOhio (RO) launched Monday a “Green Rush Bus Tour” to visit Ohio’s 88 counties to advocate for the group’s Marijuana Legalization Amendment, which would legalize marijuana use by adults and establish an Ohio Marijuana Control Commission to regulate retail and medical marijuana sales, distribution and cultivation.

COLUMBUS, Ohio -- Ohio voters in November will face two constitutional amendments that conflict with one another.

One -- a citizen-initiated amendment -- would legalize a new marijuana industry dependent on 10 predetermined growing sites. Another, which state lawmakers put on the ballot, seeks to block that business model.

What happens if they both pass?

The Ohio Constitution says if two conflicting amendments on the same ballot pass, the one that gets the most votes becomes law. But the constitution also says citizen-initiated amendments, such as the marijuana legalization amendment, become law 30 days after an election while legislature-sponsored amendments become law immediately.

The group pushing to legalize marijuana in Ohio will tour all 88 counties in a neon green camper before Election Day.

Among other concerns, opponents say the proposal would put childrens health at risk because it would increase their access to edible-pot products, such as sweets, cookies and brownies. And it would allow individual Ohioans to grow and possess small amounts of marijuana.

Opponents of marijuana legalization to launch campaign Monday

Children are likely to be a big part of the campaigns both for and against marijuana legalization in Ohio.

The location of Monday’s 2 p.m. campaign kickoff by a coalition opposing ResponsibleOhio’s for-profit legalization plan is a giveaway: Nationwide Children’s Hospital.

While slow in developing, the still-forming coalition is touted as far-reaching by state Rep. Mike Curtin, D-Marble Cliff, a militant opponent of ResponsibleOhio’s plan to make marijuana legal for personal consumption and medicinal use.

“It’s going to be a very, very impressive coalition, as broad and diverse as this state has ever seen on an issue campaign,” Curtin said.

1. Ohio - Ohio voters will decide Nov. 3 whether to legalize marijuana with a constitutional amendment to institute a revolutionary proposal that backers say will create a billion-dollar industry in the next four years.

Secretary of State Jon Husted said Wednesday the private investor group ResponsibleOhio had collected 320,267 signatures of registered Ohio voters, 14,676 more than necessary to qualify for the general-election ballot. ResponsibleOhio spent more than $2 million since March on the petition drive to put its proposed Marijuana Legalization Amendment before voters.

Ohioans will vote this November on a constitutional amendment to legalize marijuana now that a group backed by cannabis-industry speculators has collected enough signatures to put the issue on the ballot, the office of Ohio Secretary of State Jon Husted announced Wednesday.

Ten investment groups put up a combined $3.4 million to bankroll the initiative through a state-level group called Responsible Ohio, records show. In addition to legalizing the use of marijuana for adults over 21 and for medicinal purposes, the constitutional amendment would limit marijuana growing to just ten plots of land throughout the state. The investment groups backing the amendment own or hold options on all of that land.

Organized opposition to marijuana legalization in Ohio has been slow developing, but a coalition touted as “broad and diverse as this state has ever seen” will be rolled out Monday.

Opponents plan a press conference at 2 p.m. at Nationwide Children’s Hospital.

The event comes a day before a showdown at the Ohio Ballot Board where crucial wording will be worked out for the marijuana legalization constitutional amendment voters will see at the Nov. 3 election.

State Rep. Mike Curtin, D-Marble Cliff, a vocal opponent of ResponsibleOhio’s for-profit plan to legalize marijuana for personal and medicinal use, said the coalition will include medical and professional organizations, business, faith groups, and children health advocates, among others.

One head shop in Columbus said it has steadily seen an increase in business over the last five years.

“It’s just a business that’s growing every day,” Eddie Mustafa said.

Mustafa works at High Up Head Shop. He said in the last few years his colorful pipes, vapors and hookahs, or “toys” as he calls them, have seen a significant increase in sales.

Making Ohio the 24th state to legalize marijuana, he said, would mean even higher numbers.

“It’s going to increase and sell more, for sure,” he said.

“Any tobacco shop similar to this one is definitely going to benefit from the bill passing,” James Steimens said.

Steimens agrees with Mustafa saying the proposed bill would be good for the state, economically.

According to multiple reports out of Ohio, the ResponsibleOhio marijuana legalization initiative is going to make the ballot in 2015. ResponsibleOhio fell short of the required signatures by the original deadline, but Ohio law permits a 10 extension for one last push. Responsible Ohio needed 29,509 valid signatures in order to make the ballot, and turned in 95,572 at the end of ten day period. In most cases it would have just been assumed that the signature amount would have been enough, but due to a record low signature validation rate for marijuana legalization signature gathering efforts, no one was certain. The campaign needed a roughly 31% validation rate, and appears to have made that goal.
