Group plans medical marijuana research facility if Issue 3 passes

A nonprofit organization dedicated to scientific research on cannabis plans to build a $24 million medical-marijuana-research facility at a proposed Licking County grow site if voters approve ResponsibleOhio’s marijuana-legalization amendment this fall.

Work at International Cannabinoid Institute Research Foundation will focus on marijuana-centered therapies for certain medical conditions, such as childhood epilepsy, post-traumatic stress disorder, Alzheimer’s disease and cancer.

The nonprofit group would lease 15 acres from the property owner of the Licking County site, located in Pataskala, for the 40,000-square foot facility, the group announced on Tuesday at a news conference outside the Statehouse.

Tomorrow at 2pm at the Ohio Statehouse, advocates for medical marijuana research will be announcing their plans to build a $24 million research center in the state of Ohio if Issue 3 should pass in the 2015 election. Speaking at the event will be Dr. Sue Sisley, MD, Principal Investigator for the only FDA-approved randomized controlled trial looking at use of whole-plant marijuana (grown by NIDA) in combat veterans with treatment-resistant post-traumatic stress disorder (PTSD), who will perform her research in Ohio at ICI’s future research facility.

Legal experts address marijuana legalization in Ohio

The leader of one of the nation’s largest metropolitan chambers of commerce is urging local businesses to come out against a ballot issue that would legalize both medical and recreational marijuana.

But legal experts and proponents of Issue 3 say employers need not fear if marijuana is legalized in Ohio.

On Nov. 3, Ohio residents will be asked to vote on both Issue 3 and Issue 2, the Ohio Initiated Monopolies Amendment put on by lawmakers in response to ResponsibleOhio’s campaign to legalize marijuana here. Issue 3, or the Marijuana Legalization Initiative, would create 10 facilities with exclusive rights to commercially grow the drug.

Ohio Banking Industry Deals Blow To Campaign For Marijuana Legalization

The ballot initiative, which will be decided Nov. 3, would also permit Ohioans to grow small amounts of marijuana in their homes while commercial growing would be limited to 10 sites.

Ohio banks could fall foul of a host of federal laws if they served marijuana businesses including the Bank Secrecy Act, U.S. Controlled Substances Act, the Racketeer Influenced and Corrupt Organizations Act and the Patriot Act.

DeWine rejects ballot language for medical marijuana

Ballot language for a new medical marijuana issue was rejected for a second time today by Attorney General Mike DeWine.

DeWine cited “a number of discrepancies” between the ballot summary and full constitutional amendment submitted by backers of the Ohio Medical Cannabis Amendment. DeWine, who provides legal signoff on the ballot language summary of proposed amendments, turned down a previous version of the proposal on July 29.

COLUMBUS, Ohio -- If Issue 3 passes, Ohio's legal marijuana industry would generate between $133 million and $293.3 million in tax revenue for local governments, according to the Ohio Office of Budget and Management.

Legalized marijuana sales could make Ohio $300 million, says budget office

The state budget office estimates legalized marijuana sales in Ohio could produced nearly $300 million in new tax revenue, most of which would go to townships, cities and counties.

The estimate by the Office of Budget and Management was based on potential marijuana sales of about $2 billion a year. New revenue would come primarily from a special excise tax on marijuana sales.
