DUID laws vary widely

SEATTLE – As states across the country have legalized medical and recreational marijuana, each one has varying legal limits determining whether a driver is impaired by marijuana.

In some states, drivers are not allowed to have any detectable amount of marijuana in their systems. Washington, Colorado, Montana, Pennsylvania, Ohio and Nevada each have set specific numerical standards to establish when a driver is legally impaired by marijuana. Other states have not.

Law enforcement agencies and state toxicology labs normally test blood or urine samples to determine the amount of marijuana in the system of a driver suspected of being impaired.

Idaho replaces mile marker 420 with 419.9 to thwart stoners

BOISE, Idaho (AP) — If you're looking for milepost 420, you won't find it in Idaho.

Idaho transportation officials say the mile marker has been replaced with 419.9 signs to curb thieves eager to own a number associated with marijuana enthusiasts.

Turns out, Idaho isn't alone in this problem. States like Washington and Colorado have also replaced 420 signs with 419.9 after consistently having to replace them after thefts by supposed sticky-fingered stoners.

Adam Rush of the Idaho Transportation Department says officials have replaced the old sign along U.S. Highway 95 with "MILE 419.9," just south of Coeur d'Alene.

Brazil: Supreme Court Judge to consider legalization of marijuana today

Ministers will define whether it is crime carry narcotics for personal consumption

Brasília - The Brazilian Supreme Court (STF) begins judgment today to determine whether it is a crime or not to carry drugs for personal consumption. The trial is based on an appeal that reached the Supreme in 2011, due to a marijuana arrest  two years earlier, in the center of custody is Diadema (SP).

From that episode, the Supreme Court will consider whether or not the Anti-Drug Law criminalizing the possession of narcotics is a constitutional article. The tendency of the court is to decriminalize drug possession for personal use. Three of the 11 ministers of the Supreme Court have indicated to be in favor of decriminalization.

Taking drugs is a human right, say MPs and peers

The European Convention on Human Rights over-rides laws which make drugs such as cannabis illegal, an all party parliamentary group report suggests

Drug users have a human right to feed their habit, MPs and peers have said, as they claimed international conventions banning drugs need to be reformed.

The All-Party Parliamentary Group for Drug Policy Reform said in a new report that Article 8 of the European Convention on Human Rights – the rights to “private and family life” – could be deployed by drug users who face prosecution.

Regulation of banned substances “needs to reflect the supremacy of human rights conventions”, the report said.

Germany: Görlitzer Park connects marijuana buyers and sellers

Clusters of men - most of them migrants from western and northern Africa, many of them in Germany illegally - congregate in small groups around many of the benches in Berlin's Görlitzer Park, and the meaningful glances they exchange with passing locals or in-the-know tourists all say the same thing: Want some pot? Come talk to me.

The park, known as "Görli" to locals, is a 14-hectare (35-acre) green rectangle in Berlin's Kreuzberg district on the site of a former railyard and coal depot. It was transformed into an urban oasis in the early 1990s. Gaggles of picnicking locals crowd its lawns on sunny days. There's a cafe in a converted railway outbuilding, sports enclosures and even a petting zoo for kids.

UK: Illegal drug use rises among the middle aged

Drug use among young adults continues to fall but their parents buck the trend

Middle-aged parents are increasingly smoking cannabis while their children are giving up the drug, a Home Office report has revealed.

Illegal drug use has steadily increased amongst the 40 and 59 age group over the last 18 years, according to the figures.

The proportion of those people who admit having taken drugs has risen from 2.5 per cent in 1996 to 3.6 per cent.

By comparison, drug use has fallen among the young, with 17.4 per cent saying they had taken drugs in 1996 compared to 13 per cent in 2014-15.
