San Diego immediately establishes marijuana cultivation rules

For the first time in history, the cultivation of medical marijuana is considered to be allowed and regulated within city limits. A new state law is prompting San Diego about this and may permit its full operation months from now.

According to Los Angeles Times, Deputy City Atty. Shannon Thomas issued a memo last week describing methods that the city can regulate marijuana cultivation. This includes making zoning regulations that specify the drug or the simple permission of growing marijuana in all areas that are considered as agricultural zones.

The thing D.C. could do to allow legal pot sales — but probably won’t

The D.C. Council’s surprise see-saw on loosening marijuana laws Tuesday — and promise to revisit the issue within a month — has set up a vexing period of high-stakes negotiations that could put the council on a collision course with Mayor Muriel E. Bowser and with a Republican-controlled Congress that wishes D.C. voters never legalized weed in the first place.

For just 20 minutes, it was legal to use weed in D.C. businesses

WASHINGTON — It was legal until suddenly it wasn’t.

On Tuesday, the D.C. City Council voted to dissolve a ban on marijuana use in private businesses, only to reinstate the ban 20 minutes later.

It led to brief confusion with some council members, who weren’t exactly sure what they agreed to.

Before the vote, the majority of the council didn’t see the need for an emergency extension of the ban, so the panel decided to let marijuana be used in private clubs.

“Reissuing a blanket ban on all consumption not in a residence is not a good way to move forward,” said Councilwoman Brianne Nadeau, Ward 1.

Councilman Vincent Orange said he was concerned about citizens who can’t use marijuana in their homes, like those who live in public housing, for instance.

Kansas AG puts out statewide call for info on Colorado marijuana

TOPEKA — Kansas Attorney General Derek Schmidt announced Monday that he has launched a project to collect information from local law enforcement agencies about how marijuana purchased in Colorado is entering Kansas and how it's affecting the state.

“There are numerous and persistent anecdotal accounts of marijuana acquired in Colorado and illegally transported into Kansas causing harm here,” Schmidt said. “But because of technology limits, the confirming data is elusive. Since Colorado’s experiment with legalization is affecting Kansas, we need to know more about what is actually happening here so policymakers can make informed decisions.”

Are Pot Stocks a Good Investment in 2016?

There are still a lot of investors who do not consider investing in pot stocks when building their portfolios. But that will change.

Analysts from The ArcView Group, a cannabis industry research firm, found the U.S. market for legal cannabis grew 74% in 2014 to $2.7 billion, up from $1.5 billion in 2013. That makes legal marijuana the fastest-growing industry in the United States, according to ArcView.

There are currently 23 U.S. states that have legalized medicinal marijuana. In the past five years alone, 10 states have legalized marijuana use. As the political climate shifts in the marijuana industry's favor, it's likely more states will legalize marijuana in the future.

Marijuana Banking: Judge Dismisses Credit Union Lawsuit Against Federal Reserve

A district judge dismissed a lawsuit filed by a credit union against the U.S. Federal Reserve Bank of Kansas City that sought to provide banking services to the legal marijuana industry. The judge denied Fourth Corner Credit Union access to the country’s financial system saying that cannabis still remained illegal under federal law.

The credit union, authorized by Colorado in 2014, does not have permission to take deposits or issue credit, forcing most marijuana businesses to operate on a cash-only basis, raising robbery concerns. Colorado legalized recreational marijuana in 2012.
