Sen. Terrence “Positive” Nelson and his staff have started drafting a bill to legalize, license and regulate medicinal cannabis in the U.S. Virgin Islands, but it may be a while before the “Medical Cannabis Patient Care Act” bill is heard in the legislature, the senator told a news conference Tuesday.

“I can't dictate when it will be heard in Legislature,” Nelson said.

It could be as late as August, he said, because of budget hearings coming up, he said. The draft of the bill will be submitted to the Legislature's legal council by the end of May. Legal council will have 45 days to review it, then it goes to a legislative committee process.

A leading drug policy reform group has created a satirical ad seeking a new Drug Enforcement Administration chief that skewers the DEA in the wake of scandals and the announcement that its current administrator plans to resign.

The ad, which was produced by Drug Policy Alliance and is slated to appear in Wednesday's edition of congressional newspaper Roll Call, lists the new DEA chief's primary responsibilities -- including mass incarceration, police state tactics, obstruction of science, subverting democracy and undermining human rights.

A pro-marijuana ad debuting in Texas on Tuesday showcases a retired police officer who says the state should take a more "sensible" approach to marijuana policies because the drug causes far fewer problems than alcohol.

"I know of no instance in my entire career where someone was acting out under the influence of marijuana," says Russell Jones in the ad supporting a Texas House bill that would decriminalize marijuana, reducing the penalty for possessing less than an ounce to a maximum civil fine of $250. Sporting T-shirts and caps printed with marijuana leaves and with joints hanging from their lips, hundreds of people demonstrated in Paris on Saturday as part of a world march calling for the legalisation of cannabis.

Crowds of protesters, many dressed in Jamaican colours, made their way through the streets of the French capital from the Place de la Republique to Bastille calling for the legalisation of recreational marijuana use.

“What do we want? Legalisation,” chanted the crowd, wreathed in clouds of hashish smoke and gathered behind a banner reading “Another drug policy is possible” and placards calling for “Ganga for all”.
